The Department of Homeland Security (DHS) initiated a market research effort in March 2018 through a Request for Information (RFI) focused on Financial Procurement and Asset Management Systems (FPAMS) to support the department's financial systems modernization. Following this initial step, DHS planned to deepen engagement with industry stakeholders by hosting an industry day in January 2019. The procurement strategy involves two separate acquisitions: one for software solutions and another for system integration support services. Key milestones include the anticipated award of the software contract in June 2019 and the system integration support services contract in August 2019. Prior to these awards, DHS intends to release a draft statement of work, evaluation factors, and price schedule by December 2018, signaling transparency and planning in the procurement process. The solicitation, identified as DHS-70RTAC18RFI000004-FPAMS, is managed by the Contract Administration Services Division within DHS and pertains to NAICS code 541219. The efforts are based in Washington, DC, with designated points of contact including a Contract Specialist and a Contracting Officer to facilitate communications. This initiative is part of a broader series of announcements related to FPAMS, and stakeholders are encouraged to monitor the Federal Business Opportunities website for ongoing updates and further solicitations. The goal of this multi-phase approach is to modernize and improve the efficiency of DHS's financial management systems through collaborative industry partnerships and competitive acquisition processes.

The Government anticipates the award of the software procurement in June 2019. The Government anticipates the award of the system integration support services in August 2019. The Government expects to issue a draft statement of work, evaluation factors, and price schedule in December 2018. This post is one of several announcements to be issued concerning FPAMS.
