The Defense Threat Reduction Agency plans to award a sole source contract to DMDP, a program operating in both the U.S. and Cambodia, to enhance the capacity of Cambodian regional laboratories through the development and utilization of hair sheep for the production of diagnostic microbiology media. This initiative involves importing heat-tolerant and parasite-resistant hair sheep to establish a reliable and sustainable source of blood for microbiological testing. Alongside this, the contract includes mentoring and training activities focused on diagnostic microbiology, quality assurance, interpretation, and utilization of test results to strengthen the diagnostic capabilities of key provincial hospitals and the National Pediatric Hospital in Cambodia. DMDP’s proven expertise and established relationships within Cambodian health and agricultural sectors position it uniquely to execute this program effectively. The organization has successfully conducted mentoring programs in Cambodian laboratories for over five years and holds the necessary approvals to operate at both national and provincial levels. The contract seeks to ensure that laboratories receive quality-controlled reagents, such as agar and blood culture bottles, improving pathogen detection and identification. This effort supports the broader objective of building local capacity for sustainable, standardized diagnostic media production and enhancing public health laboratory infrastructure in Cambodia.

Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.
