Diagnostic Review of Adult Social Care Services, Transformation and Savings

Shropshire Council has awarded a contract to IMPOWER Consulting Ltd for the provision of specialist consultancy support to conduct a diagnostic review of Adult Social Care services and develop a corresponding transformation roadmap. The project, identified by solicitation number AONV 033, is valued at 150,000 pounds including VAT and is scheduled to be performed between September 28, 2026, and December 21, 2026. The primary objective of this engagement is to provide the Council with a clear, practical, and detailed plan that enables internal staff to implement the transformation and achieve necessary savings without further dependency on external suppliers. The scope of the contract is strictly limited to the diagnostic review and the creation of the roadmap, as the Council will retain full responsibility for the actual implementation and delivery of the transformation plan following the completion of the consultancy services.
