The contract for the Diesel Engine Driven 30 CFM, 3500 PSI Air Compressor was initially solicited under FA8533-11-R-32361 with an anticipated release around August 2011 and award expected by February 2012. It was designed as a six-year Firm-Fixed Price Requirements-Type Indefinite-Delivery contract comprised of a 24-month basic period and four annual options. The procurement required extensive pre-production testing and offered no minimum or maximum order quantities. Tentative best estimated quantities were outlined, including an initial pre-production unit and several production units distributed across the option years. The solicitation mandated vendor registration on multiple platforms to access detailed technical data, given the export-controlled nature of the Purchase Description and Statement of Work. The solicitation process followed FAR Parts 12 and 15 procedures, emphasizing a best value acquisition methodology with detailed proposal submissions including cost, technical, and performance volumes. However, due to changes in Air Force requirements, the original solicitation was cancelled, with Amendment 0005 formally announcing this cancellation and the intent to release a new solicitation reflecting revised specifications. Before cancellation, multiple amendments extended proposal due dates as the acquisition evolved, moving deadlines from November 2011 through early 2012. The contract involved multiple USAF shipping locations, required compliance with stringent proposal instructions, and was open to all responsible sources. Points of contact for the contract included Brandi W. Moody and Contract Specialist Salena W. Arrington. The solicitation and all related amendments, including questions and answers and purchase descriptions, were accessible electronically through specified government platforms.
