Southwest Regional Maintenance Center (SWRMC) intends to solicit and award a Sole Source, Firm Fixed Price, contract to Fincantieri Marine Systems North America (FMNSA), 800-C Principal Court, Chesapeake, VA 23320. This sole source contract is to provide preventive maintenance support (PMS) for the Isotta Fraschini (IF) ID36SS6V-AM engines on MCM-3, MCM-4, and MCM-6 through MCM-14 hulls, located in Bahrain, Japan, and San Diego, CA. The period of performance is 15 November 2016 through 30 December 2016. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c) (1) FAR 6.302-1(a) (2) - Only one responsible source and no other supplies or services will satisfy Agency requirements. FMSNA owns proprietary data and is the Original Equipment Manufacture (OEM) for the Isotta-Fraschini Diesel engines on MCM-3, MCM-4, and MCM-6 through MCM-14. As such, FMSNA is the sole source maintenance and repair to the diesel engines of the MCM class ships. This notice is NOT a request for proposals. The Government does not intend to issue a solicitation for proposals. A determination by the Government not to compete this requirement is based upon the authority within the attached Justification and Approval, N5523617R0003. No phone calls or emails will be accepted.
