AI Contract Overview
The contract calls for the procurement of three air diffusers for aircraft, identified by NSN 1660-00-589-1499, under solicitation SPE4A7-26-T-393V, issued by the Department of Defense’s ASC SUPPLIER OPER AE AND AF DIV. The requirement is for delivery to Robins AFB, Georgia, with a 165-day ADO lead time and a firm deadline of May 28, 2026, for responses. This is a non-set-aside, simplified acquisition governed by the Defense Logistics Agency’s Master Solicitation Revision 104, and may be awarded automatically. Technical and quality requirements referenced by R or I numbers are governed by the DLA Master List of Technical and Quality Requirements, and the item is subject to stringent inspection and acceptance at origin, requiring the manufacturer’s quality system to meet SAE AS9003 or ISO 9001 tailored to AS9003 standards. Sampling and acceptance follow MIL-STD-1916 or comparable zero-based plans with critical, major, and minor attributes defined by AQL levels of 0.1, 1.0, and 4.0 respectively. Packaging and marking adhere to MIL-STD-2073-1E and MIL-STD-129, with specific preservation, cushioning, and container requirements. The item is subject to export control under ITAR or EAR, restricting technical data access to contractors with JCP certification, completed DLA training, and explicit approval. The contract mandates compliance with a broad range of FAR and DFARS clauses including prohibitons on mandatory arbitration, trafficking in persons, hazardous materials handling, hexavalent chromium use, and cybersecurity safeguarding. Contractor personnel must be verified for employment eligibility, and small business representations are required through SAM. All invoicing must be submitted via Wide Area Workflow, and payment is contingent on matching delivery documentation. Items must meet domestic origin assumptions unless otherwise stated, and contracts may be designated as DX or DO rated under DPAS. Unit identification is not required per customer request, though all labeling and documentation must conform to applicable hazardous material and radioactive material handling standards.
