The contract mandates full compliance with stringent packaging and marking standards per the DLA Master List of Technical and Quality Requirements and MIL-STD-129, requiring specific labeling, barcoding, and inclusion of “Product Verification Test Samples – Do Not Post to Stock” tags where applicable. Preservation and inspection are governed by FAR 52.246-17 and DFARS provisions, with acceptance conducted by the Government at the designated location and adherence to defined AQL levels ranging from 0.1 to 4.0 depending on criticality. Invoicing must be executed electronically through WAWF, and improper invoices lacking required representations will be rejected under the Prompt Payment clause. The contract incorporates a broad suite of compliance clauses including Buy American and Balance of Payments Program Alternate II, prohibitions on hexavalent chromium and toxic materials, cybersecurity requirements under NIST SP 800-171 with mandatory incident reporting within 72 hours, antiterrorism awareness training, and strict controls against procurement of covered telecommunications equipment from foreign adversaries. Contractors are barred from enforcing internal confidentiality agreements that prevent whistleblower disclosures and must maintain traceability of component sourcing with documentation available for audit. Representation and certification obligations are incorporated by reference through SAM.gov, requiring accurate disclosure of UEI, CAGE code, size status, and socioeconomic certifications. All supplies must meet exact part number specifications, with alternate or superseding items subject to evaluation under specific award criteria. No pricing data is provided in the solicitation, and the contract structure implies an IDIQ-type arrangement with a potential ceiling of $350,000 across base and option periods, though actual order quantities and values remain undefined.
