Request for Information (RFI) for Land Management Information System Modernization and Web-Based GIS Interface
Solicitation # 26091
The Nebraska Public Power District is issuing Request for Information (RFI) No. 26091 to identify qualified respondents for the modernization of its Land Management Information System (LMIS). The primary objective is to replace a legacy Microsoft Access interface with a web-based Geographic Information System (GIS) interface to better track and maintain documents and data regarding owned and leased land associated with electric transmission lines, substations, lakes, and canals. The desired solution must integrate with an existing SQL database, support approximately 15 users, and provide advanced GIS tools such as map navigation, aerial imagery, and sketch and annotation capabilities. Key requirements include the implementation of robust security safeguards to protect personally identifiable information (PII) through user access controls, audit logging, and specific GIS layer permissions. Respondents are asked to provide a company overview, evidence of similar experience with electric utilities or government GIS programs, a technical approach, and a proposed implementation schedule. While the district is interested in the potential for a proof of concept and future capabilities like digital twins and AI-assisted workflows, this RFI is for informational and budgetary planning purposes only. Non-binding cost estimates and responses must be submitted as a Word document of 25 pages or less to Procurement Specialist Sydney Meisinger by November 25, 2026, at 4:00 p.m. CDT.

Transit Account and Passenger System (TAPS)
Solicitation # 270200
The City of Tucson, through the Transportation and Mobility agency, has issued a sources-sought Request for Information (RFI) under solicitation number 270200 for a Transit Account and Passenger System (TAPS). This initiative seeks to establish an enterprise customer account platform rather than a simple card database to support fixed-route bus and streetcar services. The scope encompasses the planning, design, implementation, and operation of a system for rider registration, customer account management, credentialing, utilization tracking, and reporting. A primary objective is to ensure the platform is accessible, multilingual, and usable for riders regardless of smartphone ownership, while maintaining secure interfaces and open documentation to prevent vendor lock-in. The agency is utilizing this RFI to gather market research on available solution models, implementation timelines, and cost drivers to inform a future procurement strategy. Key areas of interest include cybersecurity frameworks, identity assurance, and the potential for future account-based fare collection. While this is not a formal request for proposals or a binding contract, the agency is requesting non-binding, order-of-magnitude pricing for various components, including one-time implementation, software subscriptions, cloud hosting, field hardware, and professional services. Responses are due by November 30, 2026, and should be submitted as electronic PDFs following the suggested response format.

As such, the RCMP requires the ability to safely and securely store digital assets that have been seized and retained, until their eventual disposition at the conclusion of any legal proceedings. Be able to accept and process transactions for the top 20 cryptocurrency blockchains by market capitalization as detailed on coingecko.com on August 10, 2023; 2. Be scalable to onboard and support new blockchains in the future; 3. Be scalable to onboard and support new NFT blockchains in the future; 4. Allow users to generate a case using police file number in the system and add any number of public wallets to said file; 5. Allow users to input a seed phrase into the system, automate the wallet recovery, and walk the user through the transfer of recovered wallet to a system protected wallet; 6. Log all transactions and associated transfer fees to each file; 7. Develop a secure process to protect assets in custody ensuring protection of private keys from exploitation resulting in loss of assets; 8. Develop a secure process to dispose of digital assets; 9. Include daily automated verification that ensures the digital assets in custody are accounted for; 10. Include mandatory waiting periods and automated notifications on asset transfers to ensure no unauthorized transfers; 11. Develop a native android application that can be deployed onto police mobile devices to interact with system; 12. Develop a web interface for access into the system; 13. Allow for reporting on assets in custody by system or file, reports export to PDF; 14. Allow for the transfer and holding of Ethereum, Solana, and Polygon generated non-fungible tokens. Additional Outcomes Proposed solutions should: 1. Allow officers to query a public blockchain address and view balances and transactions; 2. Present officers with clear instructions on how to seize assets through a step- by- step guide in the application; 3. Be able to accept and process transactions for the top 100 cryptocurrency blockchains by market capitalization as detailed on coingecko.com on August 10, 2023. Background & Context With the rise of new and innovative methods to store and transfer assets, Canadian Law enforcement needs a safe and secure method to identify and seize said assets. As cryptocurrency continues to gain popularity as a transaction method and store of value in the general population, it continues to be used as a payment method for criminal activities. With ransomware/malware attacks and online scams making up the majority of these transactions. This challenge aims to leverage the private sectors innovation to develop a system used by the police to seize and store the ill-gotten gains from these criminal activities. https://www.rcmp-grc.gc.ca/en/gazette/countering-the-rise-cryptocurrency-fraud?fehttps://www.rcmp-grc.gc.ca/en/news/2022/successful-collaboration-the-rcmp-and-the-fbi-leads-guilty-plea-and-forfeiture-34-millionhttps://blog.chainalysis.com/reports/2022-crypto-crime-report-introduction/https://www.ctvnews.ca/sci-tech/more-than-2-6m-lost-to-cryptocurrency-frauds-in-less-than-four-months-rcmp-1.5860778
