Digital Parking Permit

The City of Saskatoon is soliciting proposals under RFP 26-0449 for the implementation of a public-facing online portal to manage the Residential Parking Permit (RPP) Program. The objective is to deploy a Commercial Off-the-Shelf (COTS) Software-as-a-Service (SaaS) platform that allows residents to self-register and purchase permits. This solution must be scalable to incorporate additional on-street and off-street digital parking permits in the future, transitioning the City to a comprehensive digital permitting system. Key functional requirements include end-to-end lifecycle management of permits, a secure self-service portal for applicants, and the ability to administer eligibility rules based on geographic zones and addresses. The procurement process follows a five-stage evaluation involving mandatory submission reviews, technical assessments, a demonstration, and a pricing analysis. Proponents are ranked based on a total score of 120 points, with the top-ranked single legal entity invited to enter direct contract negotiations for a five-year term. Pricing must be quoted for Year 1 implementation, licensing for years 2 through 5, and per-permit transaction fees. A critical requirement is that all City data must be hosted, processed, stored, and backed up exclusively within Canada to ensure compliance with LAFOIP. The final agreement will be governed by a standard Form of Agreement, requiring the supplier to maintain commercial general liability insurance of at least 5 million dollars per occurrence. The City of Saskatoon expects the agreement to be executed in November 2026, with a submission deadline of October 9, 2026. The contract includes strict provisions regarding data residency, indemnity, and the requirement for the supplier to correct any inadequate deliverables at their own expense following a rectification notice.
