Full text language of provisions and clauses incorporated by reference can be located at http://farsite.hill.af.mil. The Department of Defense requires payment of contractor invoices be made electronically in accordance with DFARS Clause 252.232-7003 Electronic Submission of Payment Request, with procedures available at http://www.wawf.eb.mil. Brand Name Requirement Justification - DirecTV: March ARB has a Government-owned satellite television system that was installed on base in 2002. Commercial DirecTV brand name digital satellite receivers and programming services were also purchased at that time to go along with the base satellite system. These digital receivers are designed to receive only DirecTV programming services. No other satellite programming services are compatible with these digital satellite receivers, and it will not be cost effective to discard the functional DirecTV receivers and purchase new receivers if service is performed by a non-DirecTV vendor. DirecTV programming service is an item peculiar only to one manufacturer. DirecTV programming is currently essential to the Government's requirements, and market research indicates other products lacking the particular feature of DirecTV do not meet, or cannot be economically modified to meet, the agency's needs. Deadline for submission of all proposals shall be no later than March 6, 2012 at 3:00 PM PST. Proposals may be mailed to 452 MSG/LGC (FA46641225A001), ATTN: Contracting Officer, 1940 Graeber St., Bldg. 449, March ARB, CA 92518-1650, or sent electronically to the following e-mail address: alma.harris@us.af.mil. Fax proposal will not be accepted. For further information regarding this combined synopsis/solicitation, please contact Ms. Alma Harris, Contract Specialist, telephone (951) 655-3724.
