Dirt Removal/Return

The Pennsylvania Farm Show Complex and Exposition Center is seeking a vendor to manage the regular removal and replacement of approximately 1300 cubic yards of dirt in the New Holland Arena. This ongoing service ensures that the arena remains in ideal condition for scheduled events as part of the Pennsylvania Department of Agriculture's objectives. The selected vendor will supply all necessary equipment, labor, and transportation to remove dirt from the arena, deposit it in a secure holding area, thoroughly clean the arena floor—including all edges and gates—and subsequently return the dirt, leveling and filling necessary areas while minimizing dust. Scheduled removals and returns are planned for specific months, primarily in January, February, April, and August, with exact dates communicated at least three weeks in advance. Each operation must be completed within 48 hours unless notified otherwise by management. The vendor is financially responsible for any damages caused to the facility, with repair costs subject to prior approval if they exceed $10,000. The contract period begins upon execution and runs through July 1, 2025, with up to four possible one-year renewals. Mandatory site visits must be arranged prior to proposal submission, and proof of attendance is required. Bidders must also adhere to Pennsylvania labor laws concerning worker protection. The estimated contract value ranges from $50,000 to $150,000, and all work must be performed at the New Holland Arena in Harrisburg, PA.
