This is a pre-solicitation notice for the purchase of 652,293 each disaster blankets (7210-00-119-5335). The acquisition will not include options or additional quantities. Five (5) First Article Test requirements are required within 75 days after award. Production lead time is 150 days after award and includes three (3) deliveries to New Cumberland, PA and three (3) deliveries to Tracy, CA. This proposed acquisition is for a definite quantity. An award will be made to the lowest priced offeror that is technically acceptable. Technical data is available during open solicitation. To request technical data for this acquisition, use the following link to the DSCP C&T Technical Data Repository area at http://www.dscp.dla.mil/portal/sreqfrm.aspx. June 30, 2009 is the anticipated award date. DFAR 252.225-7012, Preference for Certain Domestic Commodities (DEC 2008) applies to this acquisition. This acquisition is 100% set aside for small businesses. (see Number Notes 1 and 9) The Request for Proposal (RFP) will be made available to interested parties through the DLA Internet Bid Board System (www.dibbs.bsm.dla.mil) after April 16, 2009 under solicitation SPM1C1-09-R-0075.
