Full Description

Washington Headquarters Services, Acquisition Directorate, on behalf of the Under Secretary of Defense, Policy Office, intends to award a sole source contract to the University of Hawaii under the authority of FAR 6.302-1. The University of Hawaii (UH) has an existing Department of Defense (DoD) Cooperative Agreement as Managing Partner of the Pacific Disaster Center (PDC) to perform transformation assessments and evaluations (A&Es) in the Asian Pacific region, and globally. These A&Es support the goals of the UH/ PDC program to assess, manage, and mitigate the effects of disasters by providing support and training regarding data and information management, decision and policy support, applications development and information system engineering. The expert knowledge base of the UH/ PDC and the similarity of the work and objective being contemplated by OSD makes UH uniquely qualified to carry out the tasks in support of this initiative. UH/PDC will be able to implement the processes and procedures that have been developed by the PDC over the last 16 years and apply it to these initiatives. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interest and capability by responding to this requirement by 9 A.M. EST, 26 June 2012 by e-mail to robin.castoldi@whs.mil. A determination by the Government not to compete the proposed action based upon responses to this notice is solely within the discretion of the Government.
