Disaster-Related Debris Removal Monitoring Services

The County of Orange, through its Public Works department, is soliciting a contractor to provide comprehensive disaster-related debris removal monitoring services across Orange County, focusing on responses to wildfires, earthquakes, and floods. The contractor must be capable of rapid deployment within 24 to 72 hours to integrate seamlessly with the County’s Incident Command System and perform field-based monitoring of debris operations in declared disaster areas, including the Airport Fire burn scar. Core responsibilities include ensuring strict compliance with Cal/OSHA, DTSC, EPA, DOT, and other federal and state regulations, with detailed tasks encompassing asbestos identification, testing, and clearance; hazardous materials surveys; hazard tree evaluations; soil sampling; and monitoring for biological and cultural resources. The contractor is required to manage all FEMA Public Assistance documentation for cost recovery, maintain a GIS-based data management system, and deliver critical documentation such as parcel clearance packages, soil sampling reports, hazard tree lists with GPS coordinates, load tickets, and final closeout packages within specified deadlines. All work must adhere to FEMA PAPPG, NESHAP, OSHA, and other applicable standards, with inspections conducted on-site by the County to verify compliance and quality.
