The items must comply with all applicable technical and quality requirements from the DLA Master List of Technical and Quality Requirements, which take precedence over other standards. The manufacturing standard prohibits the use of Class I ozone-depleting chemicals in any form, requiring approved substitutes unless explicitly authorized. Acceptance is based on zero nonconformances under a zero-based sampling plan such as MIL-STD-1916 or ASQ H1331, with attribute verification levels assigned as VII, IV, and II for critical, major, and minor characteristics respectively. The contract mandates delivery within 168 days to the destination specified as Tracy, California, FOB origin, with no variance permitted in quantity. Packaging must follow DLA packaging requirements, adhering to MIL-STD-129 for marking and labeling, and ASTM D3951 for commercial packaging if the item is non-hazardous, or FED-STD-313, TQ requirement IP025 if hazardous.
