The vendor shall comply with all applicable Federal, State and local laws and regulations concerning environmental pollution prevention and waste disposal. The vendor shall keep the Approval and Certification Center personnel informed of any environmentally hazardous situations that may arise. The vendor shall be responsible for keeping all work areas clean and free of debris. The premises will be occupied during the performance of the work. The vendor shall coordinate their work to accommodate both the work schedule and completion date. Any disturbed landscaping during performance of work shall be returned to its original condition and to the satisfaction of the Contracting Officers Technical Representative (COTR). Phase I - Soil Foundation Verification The vendor shall verify the soil or rock foundation below all existing footings that will be used to support the crane. The foundation verification shall be performed by, or under the supervision of, a Civil Engineer or Geologist with knowledge and experience in evaluation of soil and rock foundations. The Civil Engineer or Geologist shall hold a valid professional license. Boring of the foundation shall be performed as near as practical to the four corners of the craneway and one at mid-length along the two long sides of the building. The borings shall not hit the underlying spread footing and, considering the size of the boring holes, they shall not diminish the existing building support. The borings shall provide information to determine bearing capacity using standard penetration blow counts (or other recognized testing methods) and the depth to reach bedrock. Reference: Blow counts 12 or greater are required to support the foundation loads considering full overturning effects due to runway support bracket eccentricity. Boring of the foundation shall be performed in accordance with good industry practice and all holes shall be filled immediately at the completion of the boring of each hole. Holes drilled through concrete shall be repaired to their original condition. Other holes shall be repaired to conform to the adjacent landscaping. The detailed results of the soil foundation verification shall be formally provided to the Approval and Certification Center. Phase II - Structural Analysis and Crane Specification The vendor shall perform a detailed structural analysis of the craneway supports. The analysis and development of crane specifications shall be performed by, or under the supervision of, a Civil Engineer with knowledge and experience of building crane installation. The Civil Engineer shall hold a valid professional engineering license. At a minimum the analysis shall cover: Building wind loading; snow loading; roof dead loading; roof live loading and crane live loading, both vertical and horizontal, including an impact factor. Crane runway beams, runway beam tie backs (Gantrex tie backs are preferred, this may require additional evaluation/removal of existing web splice plates and modification of two existing support brackets), support columns, column brackets, bolts, and welds, base plate and welds, anchor bolts, column spread footing, and the soil foundation beneath the spread footings. The vendor shall provide formal detailed results of the structural analysis, including all calculations, measurements, assumptions, actual and allowable stresses, loads and deflections. The Approval and Certification Center shall provide all available architectural drawings of the building. Crane Specification: The vendor shall provide a detailed list of all components and work necessary for the installation of a 10-ton lift capacity crane in Building No. 3. The proposal shall include a product description of the crane including: general specifications, load chart, installation instructions, operating procedures, maintenance procedures and testing/certification procedures. All items contained in this offer shall meet or exceed the requirements of the latest edition of the C.M.A.A. (Crane Manufacturer's Association of America) specifications. The crane and hoist shall be C.M.A.A. Class C duty. Trolley and bridge brakes shall be either a non-coasting mechanical drive or an electrically-operated brake on the trolley and bridge. The crane and monorail shall be equipped with end bumpers as per C.M.A.A. specifications. The hoist shall be electrically-driven containing wire rope with machine-cut drums and upper and lower lift limit switches. All electrical equipment shall comply with the current National Electric Code. All motors shall be AC 480 volt, 3-phase, TEFC, complete with reversing starters and controls. The bridge crane, trolley and hoist shall be operated by a push button control system. The preferred method of operation is with a wireless remote control. A one-handed, push button pendent-style control shall also be provided. The pendant shall be festooned such that the pendant may move manually and independently of the trolley. The crane shall have the ability for the trolley to be at one end of the bridge while the operator, with control pendant in hand, is at the opposite end of the bridge. All runway conductors, collectors and conductor hanger clamps and brackets required to properly install the equipment shall be provided. Power to the hoist shall use enclosed type, festoon flexible flat cable or Approval and Certification Center approved equal. Power to the bridge crane shall use three (3) runway current collectors with adjustable mounts. All units shall be supplied with NEMA 4 enclosures containing the necessary electrical devices (transformers, magnetic contactors, rectifiers, reactors, resistors, etc.) to make each unit a self-contained system. Each system shall have only one tie-in point to the Approval and Certification Center's power supply which is a 480 volt, 3-phase service. Each system shall be supplied with a manually-operated disconnect switch with lock-out provisions. Additional crane safety specifications: Machinery, equipment, or systems purchased and/or installed under this specification shall be equipped by the vendor with all guards and/or safety devices to comply with all Approval and Certification Center, federal, state, local and OSHA codes, laws, and directives. The equipment shall be designed to allow the creation of a "zero energy state" when the equipment is off and locked or tagged with a lockout procedure for both mechanical and electrical stored energy systems, including hydraulic, pneumatic, chemical, thermal, or other energy. "Zero energy state" shall mean the disconnecting or valving of the source of primary power with provisions for locking. The vendor shall provide written instructions for each machine center as to procedures necessary to bring the equipment to a "zero energy state". These procedures shall be included within the maintenance and operating manual for the equipment. Warning signs shall be attached as required by safety codes, including OSHA regulations. Phase III - Soil Foundation Remediation Blow counts 12 or greater are required to support the foundation loads considering full overturning effects due to runway support bracket eccentricity. If results of the soil foundation verification and the load analysis indicate that an existing footing(s) need modified to safely support the crane, the vendor shall formally provide a detailed plan for remediation. Costs for performing the remediation may be submitted separately. Phase IV - Crane Installation The old crane shall be removed and the new crane shall be installed in accordance with good industry practice and the applicable standards listed at the end of this document. The vendor shall provide labor, materials and equipment necessary to install and certify the new crane. All welding shall be performed per applicable American Welding Society requirements by certified welders. Welds shall be inspected per applicable American Welding Society requirements. The vendor shall advise the Approval and Certification Center of all observed deficiencies related to the crane or building structure concerning machines, equipment, or systems supplied by others. Upon completion of the installation, safe operation of the crane shall be verified and certified by the vendor. As part of the certification, the crane shall be tested at 125% of its safe working load (SWL) which is 25,000 lbs. at a position that creates the highest stresses. Approval and Certification personnel may perform additional tests or inspections including, but not limited to, nondestructive evaluation of the crane's wire rope, electrical connections, and for proper operation of the crane's safety features. The crane and building structure shall successfully pass all tests to be accepted under the contract. The existing crane shall be removed from the site after the Approval and Certification Center formally accepts the installation of the new crane. At that time the existing crane shall become the property of the vendor. The vendor shall specify the value of the existing crane and deduct the value from the bid. Documentation and Training The vendor shall provide detailed installation, operation and maintenance instructions for the crane. The vendor shall provide a minimum of two (2) hours of documented, formalized training on the operation of the crane, including crane and rigging safety to Approval and Certification Center personnel.
