Disparity Study (Small Business Reserve Program)

The City of Frederick, through the Equity and Inclusion agency, has issued solicitation RFP-27-08 for a consultant to conduct a Disparity Study for the Small Business Reserve Program. Building upon an initial 2020 study, this project aims to evaluate the utilization of qualified businesses across various classifications, including race, ethnicity, gender, business size, and veteran status. Additionally, the City emphasizes supplier diversity, requiring proposers to seek meaningful subcontractor opportunities with MWBE firms and providing self-certification options for small businesses based on SBA size standards. The successful vendor may be required to provide performance, payment, and maintenance bonds upon contract award.
