The United States Coast Guard Surface Forces Logistics Center has issued a combined synopsis/solicitation for the procurement of eight display panels, part number X00E51000152, used in the MTU 4000 series diesel engines aboard 154-foot WPC vessels. These display units were originally cataloged under NSN 7025-12-414-7300 but have since been superseded to this latest part number, which includes the display itself, a USB stick, and a modification manual. There is an emergent requirement for one unit to be shipped directly to the Coast Guard Cutter Webber at USCG Base Miami Beach. Packaging must strictly comply with military standards MIL-STD-2073-1E and MIL-STD-129R, utilizing double-wall fiberboard boxes with cushioning to prevent damage, as standard commercial packaging will not be accepted; non-compliance with packaging, marking, or bar-coding requirements may result in rejection and payment delays. This is a sole-source acquisition anticipated to be awarded on a firm fixed-price basis using simplified acquisition procedures under NAICS code 335999, with a business size standard of 600 employees. Only Thales Defense & Security, Inc. and their authorized distributors are believed capable of supplying the genuine OEM parts, with substitute parts expressly prohibited. Interested parties with the requisite expertise and authorization are invited to submit evidence of capability, including proper OEM authorization, within two calendar days of the posting. Offerors must be registered in SAM, have a valid DUNS number, and submit detailed certifications and representations as prescribed by the FAR provisions specifically applicable to commercial items. The solicitation also incorporates various FAR and Homeland Security Acquisition Regulation (HSAR) clauses including prohibitions on inverted domestic corporations, subcontractor restrictions, and Buy American Acts compliance. Quotations are due by February 23, 2026, at 10:00 AM EST, and the award will be made on an all-or-none basis to the lowest price technically acceptable offer. The contracting office contact is Donna Scandaliato at the Coast Guard Surface Forces Logistics Center in Norfolk, VA.
