Emergency Permit for Management of Hazardous Waste, Vallecitos Nuclear Decommissioning Project, Sunol, CaliforniaThe California Department of Toxic Substances Control has issued an emergency permit to the Vallecitos Nuclear Decommissioning Project to safely stabilize a single 25-gram container of dipicrylamine, a highly sensitive hazardous material stored at 6705 Vallecitos Road in Sunol, California. Due to its extreme reactivity to temperature and shock, the substance poses an imminent risk of fire, deflagration, or detonation if handled improperly, necessitating immediate chemical stabilization before transport. The permit authorizes Advanced Chemical Transport LLC, doing business as Republic Services Inc. (ACTenviro), to conduct controlled stabilization by mixing the material with a chemical solution within a secure exclusion zone, accessible only to trained technicians. This process is designed to neutralize the waste’s reactive and ignitable properties to ensure safe handling and compliance with state requirements for hazardous waste management. The emergency permit, effective from June 25, 2026, through September 23, 2026, mandates strict adherence to standardized procedures during all handling and treatment activities. Upon completion, the Vallecitos Nuclear Decommissioning Project must submit a final report within 10 business days of permit expiration, certified in accordance with Title 22, California Code of Regulations, confirming that the treatment area has been fully decontaminated and all resulting waste has been properly managed and disposed of in compliance with state regulations. The permit reflects a coordinated safety response led by the Department of Toxic Substances Control, with key oversight from Michelle Snapp, the Hazardous Substances Engineer, and coordination with the project’s responsible manager, Tawni Hardwick, and ACTenviro’s Environmental Manager, Kevin Franco.
