The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Procurement Section is issuing this urgent Request for Quotation (RFQ) for the purpose of procuring the removal and disposal of the Treated Lumber in Saipan located at Fire Station #4.


This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.


The solicitation number 70FBR927Q00000001 is issued as a request for quotes (RFQ) to procure the services to remove, transport, and dispose of unusable pressure-treated lumber. 


This acquisition is a Disaster local area small business set aside in accordance with 52.226-3. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


FEMA intends to enter into a single-award firm-fixed-price purchase order. This procurement is conducted as a 100% Small Business Set-Aside. The associated North American Industry Classification System (NAICS) code is 562111 Solid Waste Collection, with a small business size standard of $47 million in average annual receipts.


Award will be made to the responsible offeror submitting a quotation which represents the best value to the Government, in accordance with the evaluation factors stated in this solicitation under Section M.


The Service Contract Labor Standards statute, formerly known as the Service Contract Act, is applicable to this procurement. The following wage determination shall apply to the resulting purchase order: Wage Determination No. 2015-5693, Revision 27.


FEMA requests offerors' most competitive pricing for the services outlined in this solicitation. Offerors may include any applicable discounts or added value that their organization is able to provide.


The contract period of performance start date is 2 days after award.


Site Visit:
Mandatory site visit will be conducted at 9:00 a.m. ChST, Tuesday, October 13, 2026 at the Fire Station #4 4PF3+4F Rt 301, Koblerville Village, Saipan, MP 96950.


The quotation shall be submitted to the Contracting Officer, Demetria Carter at demetria.carter@fema.dhs.gov no later than 2:00 pm ChST, October 15, 2026.
