Solicitation # W912DQ26RA065
The U.S. Army Corps of Engineers, Kansas City District, is soliciting design-build construction services for the installation of access manholes at the Fairfax-Jersey Creek Levee Unit on the Missouri River in Kansas City, Kansas. The project scope involves designing and constructing manholes, with estimated depths between 10 and 25 feet, to facilitate the video inspection of approximately 27,000 feet of existing perforated corrugated metal seepage collector pipe. To maintain levee integrity, the government strictly prohibits invasive mass excavation methods such as trenching, requiring the use of minimally invasive excavation techniques. Key deliverables include a Drilling and Invasive Program Plan approved by a licensed professional engineer or geologist, temporary flood protection plans, and final as-built drawings. This is a firm-fixed-price contract with an estimated magnitude between $1,000,000 and $5,000,000, though the total award amount shall not exceed $3,400,000. The acquisition is categorized under NAICS code 237990 with a small business size standard of $45 million. The selection process is conducted in two phases; Phase 1 focuses on qualifications and technical approach without pricing, from which up to three qualified offerors will be selected for Phase 2. Evaluation factors include design concepts, performance confidence, technical approach and qualifications, and small business participation, with non-price factors being significantly more important than price. Proposals must be submitted via the PIEE Solicitation Portal and adhere to strict documentation requirements, including the use of specific government templates for vendor information, experience, and technical qualifications.

The containment areas are kept water filled but drained for exterior dike raisings. Ditching begins as soon as possible in the drying areas. Ditching will be completed to expedite drying for surrounding dike raisings as required in the individual containment areas to protect against the breeding of mosquitoes and other pests. Historically, it is approximately 150,000 LF of ditching, 8ft wide by 6ft deep. Work will be intermittent due to the saturated condition of the containment areas.
