NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.

The Naval Supply Systems Command, Fleet Logistics Center Jacksonville, intends to issue a sole source award to Continuity Global Solutions for information technology consulting services. The primary objective is to review, audit, and remediate deficiencies to obtain an Authority to Operate for the Independent Secured Data Network at the Cooperative Security Location in Comalapa, El Salvador. This effort encompasses both NIPR and SIPR networks, devices, and protocols to ensure full compliance with the U.S. Cyber Command Risk Management Framework. Completion of the Risk Management Framework is required by February 28, 2023, to maintain network operations. Continuity Global Solutions was selected for this sole source acquisition because they have already completed 50 percent of the required tasks, and transitioning to a new vendor would jeopardize the timeline and cause serious injury to the government. The services fall under NAICS code 541512 for Computer Systems Design Services.

The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures to Continuity Global Solutions (CGS) to provide information technology (IT) Consulting Services to review, audit, and remediate deficiencies to obtain Authority to Operate (ATO) its Independent Secured Data Network (SDN) in support of Cooperative Security Location, El Salvador. This includes the Department of Defense Non-Secure Internet Protocol Router (NIPR) and Secured Internet Protocol Route (SIPR) network, devices, protocols and procedures for compliance with U.S. Cyber Commands Risk Management Framework (RMF) located at Comalapa, El Salvador. The US Navy Cyber Command (10th Fleet) and OPNAV (N2 and N6) require completion of the Risk Management Framework (RMF) no later than 28 February 2023 in order for CSL to maintain its networks. Continuity Group Solutions (CGS) was contracted to provide follow-on IT Consulting Services to complete the U.S. Cyber Command and the United States Navy (USN) Cyber Command Risk Management Framework (RMF). CGS has already completed 50 percent of the required tasks and replacing CGS with another vendor would jeopardize the completion of the Risk Management Framework (RMF). CGS has been selected as the vendor to provide these services on a sole source basis, as a delay in award of a contract would result in serious injury, financial or other, to the Government. The applicable North American Industrial Classification System Code (NAICS) code these services fall under is 541512, Computer Systems Design Services with a size standard of $30M. This notice of intent is for information purposes only. All sources that believe they are eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability and technical representation to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within three (3) calendar days after publication of this notice, to the effect that technical acceptable items are available and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made. Response to this notice is to be sent to deaundrae.l.rogers.civ@us.navy.mil.
