DLA Disposition Services


Anchorage Scale Calibration and Preventative Maintenance Services



This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number is SP4510-26-Q-1024 and is issued as a request for quotation (RFQ).


The required service is per the attached specifications, including its delivery timeframes. The procurement is a total small business set-aside under NAICS code 811210 with a size standard of $34.0 million. The requirement will result in one (1) 12-month base period of performance plus four (4) 12-month option periods of performance as a Firm Fixed Priced (FFP) contract. The total contract length shall not exceed five (5) years.


Background: The primary mission of the Defense Logistics Agency (DLA) Disposition Services is to dispose of Department of Defense (DoD) excess and surplus property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the public, or ultimate disposal through abandonment or destruction. DLA Disposition Services Headquarters, located in Battle Creek, Michigan, with a variety of field sites worldwide. DLA Disposition Services is responsible for managing the DoD Surplus Property Program.


To accomplish this mission, DLA Disposition Services is seeking to have Scale Calibration and Preventative Maintenance Services at the Anchorage, AK site location in accordance with Attachment 1 - Performance Work Statement (PWS) Anchorage Scale Maintenance.  The site address is also provided in Attachment 1.


All contractor performance shall be in a safe manner, and in compliance with all applicable Federal, state, and local laws and regulations, and all installation policies.  Any/all required documentation and service-related requirements including installation access are the responsibility of the contractor, with coordination as necessary with the site POC. Deliveries must be performed during normal installation hours, excluding Federal holidays.



This requirement is a Firm Fixed Price contract. Pricing must be Fixed Price for the entirety of services quoted for scheduled calibration and preventive maintenance services.



Offers are due at 5:00 PM Eastern Standard Time (EST), on Tuesday, September 1, 2026. Email quotes to Sara.Gorham@dla.mil. Questions must be submitted in writing via email to Sara.Gorham@dla.mil.  Questions will not be answered via telephone. Questions that occur after the cut-off, but considered to be significant to the requirement, may be accepted and discussed only with those vendors that have submitted a quote.


FAR 52.212-1 INSTRUCTIONS TO OFFERORS:


FORMAT: The offeror shall submit documentation (one original electronic form, standard Microsoft based Word and / or Excel, and or .PDF files) in response to this solicitation subject to the requirements in this provision. The offeror’s outline should demonstrate, in detail, how their organization, internal work processes and procedures meet the US Government’s requirements for performance under this solicitation. Attention should be noted to FAR 52.212-1(f), concerning late submissions.  The offeror bears the risk of non-receipt of any email transmission and should ensure that all pages of the quote have been received by the designated office before the deadline indicated.  Offerors shall provide the applicable CAGE code and UEI number with their price submission.

All submitted quotes must include the following documents:


Price Schedule: The price schedule is attached and responding firms are required to complete and return the price schedule for the line item. See Attachment 2 for the Price Schedule


Technical submittal: All offerors shall submit details of their ability to perform this requirement, including copies of the offeror’s certifications / accreditations. The information submitted must be sufficient to confirm that the quoting firm is capable to perform scale calibrations in the State of Alaska, in accordance with the requirements in the Performance Work Statement (PWS). All prices will be evaluated after a pass / fail technical acceptability evaluation is completed.

EVALUATION FACTORS FOR AWARD:


Quotations will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis. Award will be made to firm that offers the lowest total cost to the Government for the entire requirement (all periods), after evaluation of the contractors’ technical submission.
