The DLA MedSurg Prime Vendor Gen VI contract (Solicitation SPE2DV-25-R-0001) is a firm fixed-price indefinite delivery/indefinite quantity (IDIQ) contract issued by the Defense Logistics Agency Troop Support Medical to provide comprehensive supply support and logistics services of medical and surgical supplies to the Department of Defense's Medical Treatment Facilities (MTFs), clinics, and operational customers across three Global Regions: North, South, and West. Each region will be supported by one Primary and one Backup Prime Vendor (PV), who are responsible for the routine ordering, procurement, and distribution of a broad range of commercially available off-the-shelf medical/surgical products and some small medical equipment. The program covers numerous medical supply classes and includes special readiness support such as Prime Vendor War Readiness Materiel (PVWRM) and Medical Air Bridge capabilities. The solicitation is unrestricted, covering all eligible offerors under NAICS code 423450, and awards will be made on a lowest price technically acceptable (LPTA) basis. Offerors must submit pricing through a detailed Gen VI Price Book covering multiple contract line items (CLINs) for each geographic region and vendor role, including fees for warehousing, distribution, readiness support, cross-docking, and other services. The contract incorporates comprehensive packaging, preservation, labeling, and marking requirements aligned with commercial practices and stringent regulatory standards for hazardous and international shipments, including bar-coding and radio frequency identification (RFID) readiness. Delivery terms are primarily FOB Destination to prescribed ROFs, MOFs, and quasi-MOFs, with inspection and acceptance conducted by the Government at the delivery point. Invoicing is strictly electronic via EDI transaction set 810 submitted through the Wide Area Workflow (WAWF/iRAPT) system, with payments processed by the Defense Finance and Accounting System (DFAS). The contract includes cybersecurity, UID (Unique Identification), and compliance with various FAR and DFARS clauses to ensure performance integrity and security. Key personnel such as Readiness Support Managers and Customer Service Representatives are required to ensure operational effectiveness. The contract also mandates submission of a Small Business Subcontracting Plan for large businesses to promote engagement with small and diverse business concerns. This acquisition encompasses extensive terms covering order processing, delivery performance, quality assurance, and contract administration, structured to support consistent, reliable medical supply distribution to the global Defense healthcare system over a potential 10-year ordering period.
