Diamond Light Source Limited is soliciting proposals under solicitation DLSITT1092 for the design, manufacture, test, delivery, installation, and commissioning of a Double Crystal Monochromator for Beamline K04. This project is part of the Diamond-II upgrade program, aimed at creating an ultra-high throughput Macromolecular Crystallography beamline to support the XChem facility in early-stage lead drug discovery. The scope of work includes a horizontally deflecting, asymmetric cut double crystal monochromator, three crystal sets with interfaces for the Vacuum Aspirated Cryo Cooling System, a crystal support and manipulation system, and a vacuum system that meets DLS requirements. The project will be developed in collaboration with DLS engineers and is located in Oxfordshire. The procurement follows an open procedure and is subject to the Government Procurement Agreement, with a noted suitability for small and medium-sized enterprises. The award will be determined by a weighted scoring system consisting of price at 40 percent, technical quality at 25 percent, experience and capacity at 25 percent, and commercial and delivery quality at 5 percent each. The estimated period of performance runs from January 4, 2027, to July 4, 2028. Interested parties must register via the DLS portal and submit their proposals in English by the deadline of November 27, 2026.

Full Description

Located on the Harwell Science & Innovation Campus in Oxfordshire, Diamond Light Source (DLS) is a leading-edge facility for science, engineering and innovation. DLS allows researchers from academia and industry to investigate the structure and behaviour of the world around us at the atomic and molecular level. To continue delivering the world-changing science that Diamond enables, the facility is being upgraded to Diamond-II, a co-ordinated programme of development that combines a major machine upgrade with new instruments and complementary improvements to optics, detectors, sample environment and delivery capabilities, and computing, as well as integrated and correlative methods. This will be transformative in speed and spatial resolution and will offer users streamlined access to enhanced instruments for life and physical sciences. The K04 beamline will be an ultra-high throughput Macromolecular Crystallography beamline optimised for the study of biological samples (fragment screening) to support the XChem facility in early-stage lead drug discovery. K04 will greatly increase DLS's capacity to carry out XChem experiments by up to 20x, accelerating drug discovery timelines and related research for both the academic community and industrial customers. The monochromator system shall include the VACCS cooling system (Vacuum Aspirated Cryo Cooling System) and three crystal sets. This full system will be developed in collaboration with engineers at DLS. The minimum scope of the contract is the design, manufacture, test, delivery, installation and commissioning of: • A horizontally deflecting, asymmetric cut, double crystal monochromator (DCM) • The crystal sets and interfaces with DLS-designed cooling system(s) • Vacuum system in line with DLS Vacuum requirements • Crystal support and manipulation system • Interfacing with beamline services. See specification for further details.

Solicitation # 36A79727Q0002
Solicitation 36A79727Q0002 is a HUBZone Small Business set-aside issued by the Department of Veterans Affairs National Acquisition Center for the September 2026 Equipment Only Consolidation. This procurement focuses on High Tech Medical Equipment (HTME), specifically targeting various imaging systems such as XR RAD, XR US, XR CT, and XR MRI for delivery to multiple VA VISN networks and stations. Competition is strictly limited to current contract holders with the VA National Acquisition Center or the Defense Logistics Agency, Troop Support. Offers are due by February 3, 2027, and must remain valid for 180 days. The government will award based on best value, where non-price factors—specifically the availability of required features and the availability of service—are considered significantly more important than price. Technical evaluations will assess how well equipment meets functional requirements and the vendor's ability to provide local and virtual technical support, repair parts, and documentation. Vendors must provide individual product pricing, as bottom-line prices will be rejected, and must treat upgrade requests as forklift upgrades with separate trade-in values. Submissions must be uploaded as a single ZIP file to Box, following strict naming conventions and folder structures, and must be accompanied by a timestamped email to the Contracting Officer. Required documentation includes a completed pre-procurement assessment questionnaire for network-connected devices. Additionally, the contract specifies that while applications training is awarded with equipment, off-site training is excluded from delivery orders and must be handled as separate modifications.
