NOTICE OF INTENT TO SOLE SOURCE: The U.S. Department of Homeland Security (DHS) intends to negotiate a sole-source procurement with Linde Electronics & Specialty Gases, located at 1 Greenwich Street, Stewartsville, NC 08886-2020, to measure, extract and store Helium-3 (3He) gas. The vendor will need to place the 3He tube's bar codes into a data base, puncture the tube in a special chamber to capture the 3He gas and not introduce contamination, measure the pressure, estimate the quantity of gas, extract the 3He gas, remove impurities, validate the gas can be used for 3He detectors, place into a separate storage cylinder, and ship to tube manufacturers or store the gas in the DHS storage cylinders that already exist at Linde Electronics & Specialty Gases. DNDO posted a RFI on FEDBIZOPS under HSHQDC-12-R-00063 for "Commercial Sources to Purify, Handle, and deliver 3He Gas". There was no response to the RFI by any organization. The associated North American Industry Classification System (NAICS) code is 541712, Industrial Gas Manufacturing, which has an annual size standard of 1,000 employees. Interested parties must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov. The Government contemplates an award of a Cost- Reimbursement contract resulting from the sole source solicitation. DHS believes Line Electronics & Specialty Gases is the only vendor capable of satisfying this requirement. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any sources exist and, therefore, no Request for Proposal (RFP) is available. This notice of intent is not a request for competitive quotes, however, all information received by August 20, 2012 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. All interested parties may submit a capability statement, proposal, or quotation to Kelly Ennis, the Contract Specialist, by 11:00 AM EST, Monday, August 20, 2012. This information must be submitted electronically, via e-mail, to: Kelly.Ennis@hq.dhs.gov. The following information must be included in all responses: 1) include information outlined above; 2) fully explain your capability and qualifications and 3) provide pricing that is sufficient to make a determination.
