DOC Elevator Maintenace , Inspection and Repairs - SBE Only

The District of Columbia Office of Contracting and Procurement, on behalf of the Department of Correction, is soliciting bids for a firm-fixed-price and cost-reimbursement contract to provide comprehensive maintenance, inspection, and repair services for elevators, escalators, wheelchair lifts, and conveyances. The services will be performed at the Central Detention Facility and Central Treatment Facility, with a primary objective of ensuring equipment remains 100 percent operational at all times. The scope includes monthly routine maintenance, 24/7 service availability, and an initial equipment assessment within 30 days of award. The contract has a base term of one year with four optional one-year extensions, for a maximum duration of five years. This is a Small Business Enterprise set-aside solicitation. Award will be based on the total price for the base year and all option periods, with price preferences applied for certified businesses. The contractor must adhere to strict compliance standards, including ASME/ANSI safety codes, the DC Living Wage Act, and the First Source Employment Agreement. Key deliverables include a Maintenance Control Plan, detailed weekly and monthly reports, and before-and-after photo documentation for all repairs. Additionally, prime contractors must generally meet a 35 percent SBE subcontracting goal unless they are certified as a small, local, or disadvantaged business enterprise.
