The Commonwealth of Virginia Department of Corrections is soliciting bids for the procurement and installation of manufacturing equipment for the Bland Agribusiness processing plant at the Bland Correctional Center. The scope of work includes the supply of a propane-powered Grandemax Oven, a Large Wedge Press Tortilla Press capable of 1,800 tortillas per hour, a Dough Divider Rounder, a dual dough trolley loader, a conveyor, and associated stands and cleaning kits. The contractor is responsible for the complete delivery, unloading, and installation of the equipment, as well as providing three days of all-inclusive on-site training and all necessary technical documentation. The contract is an Invitation for Bids awarded to the lowest responsive and responsible bidder. Key requirements include a delivery timeline of 180 calendar days after receipt of order and a mandatory operational period of seven business days following start-up to ensure equipment functionality. The equipment is guaranteed against defects for 120 days following delivery. Bidders must submit a Small Business Subcontracting Plan and provide detailed product literature to be considered responsive. Payment is set at net 30 days plus seven business days after equipment start-up and receipt of invoice. Security and compliance are paramount due to the performance location. Personnel must undergo background checks and fingerprinting, and the facility reserves the right to remove any contractor employee deemed a threat to security or safety. The contract is governed by the laws of the Commonwealth of Virginia and requires adherence to the Commonwealth of Virginia Vendors Manual, as well as various anti-discrimination and labor laws. Priority for award is given to DSBSD-certified micro or small businesses.
