Domestically Sourced Rare Earth Magnets for sUAS

This solicitation establishes a five-year Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the domestic production and delivery of Neodymium Iron Boron (NdFeB) rare earth magnets to support U.S. Army small Unmanned Aircraft Systems (sUAS). The magnets, specifically configured for Brushless Direct Current (BLDC) motors with part numbers 3115, 2807-1, and 2807-2, must be manufactured using a fully domestic, vertically integrated supply chain that begins with raw material processing and ends with final finishing and coating—all performed within the United States. The entire manufacturing process and supply chain must be free from foreign influence, investment, materials, or equipment. The contract is designated as “DO Rated” under FAR 52.211-14, prioritizing national defense and emergency preparedness needs, and incorporates strict Buy American requirements under FAR 52.225-2 and DFARS 252.225-7001 Alternate II. All deliveries are FOB destination to Tobyhanna, Pennsylvania, with transportation costs borne by the contractor, and the contract has a maximum estimated value of $1,200,000 with a minimum guarantee of $200 across all delivery orders. Offerors must demonstrate technical capability to produce magnets meeting exact specifications—including N42S grade, nickel-plated coatings, and radially magnetized arc segments—and must provide three past performance references from the last five years. Proposals are subject to a pass/fail evaluation on technical compliance, followed by a best-value trade-off analysis of past performance and price, with awards made on an all-or-none basis.
