MH-65 Spare PartsThis solicitation, numbered 70Z03826QB0000163, is a combined synopsis and request for quotation for MH-65 spare parts under the North American Industry Classification System code 336413, issued by the U.S. Coast Guard’s Aviation Logistics Center in Elizabeth City, North Carolina. The procurement is restricted and anticipated to result in a sole-source firm-fixed price purchase order awarded to BAE Systems Land & Armaments, L.P., identified by Cage Code 54786, as the only known source capable of providing genuine OEM parts with full traceability. All parts must originate directly from the OEM, with a clear, documented, and auditable chain of custody, and no substitute or alternate parts will be considered; only newly manufactured items accompanied by a Certificate of Conformance compliant with Federal Aviation Regulation Part 21 and FAR clause 52.246-15 are acceptable. No drawings, specifications, or schematics are available from the agency. The contract includes a tailored option for increased quantity under FAR clause 52.217-6, allowing the Government to unilaterally increase the order for Line Item 1 by up to 30 units, for a total maximum of 60 units, at the originally quoted unit price, with the option exercisable within one year of award. Delivery of additional quantities must maintain the same rate as the initial order unless mutually agreed otherwise. Quotes must be submitted electronically to Raymond V. Marler by 9:00 a.m. EDT on July 17, 2026, with the solicitation number included in the subject line; phone quotes are not accepted. The acquisition follows the Revolutionary FAR Overhaul provisions effective November 28, 2025, and the small business size standard is set at 1,250 employees, though this requirement is not set aside for small businesses. All responsible sources are invited to respond with quotations, but only BAE Systems is expected to meet the strict OEM traceability and certification requirements.

Only newly manufactured parts are acceptable; refurbished, remanufactured, or repaired units are ineligible. Offerors must be government-approved source suppliers, and distributors must provide an authorized distributor letter on official letterhead. A mandatory First Article Test is required unless a waiver is properly substantiated with evidence of identical prior production within the last three years using the same facility and processes, in which case dual pricing must be submitted. All items must comply with MIL-STD-130 for unique identification and are subject to 100% inspection of critical characteristics, plating, hardness, and non-destructive testing, with AQL sampling applied to minor features. Quality assurance is heavily enforced through direct government surveillance at the contractor’s facility by the designated DCMA Quality Assurance Representative, Jose Torraca, with 14 days’ advance notice required for both First Article and final inspections. The contract prohibits the use of refurbished materials, mandates full conformance to drawing 3429AS4208 Rev B and 3429AS4108, and includes strict provisions for cost absorption of test failures and pre-approval production risks. The acquisition is issued under emergency authority, waiving synopsis requirements, and is governed by numerous FAR and DFARS clauses including Buy American, Warranty, Annual Representations, and Limitation of Liability, with special emphasis on integrity, traceability, and high-risk production controls. All testing, certification, and documentation must comply with MIL-STD-831 and CDRL requirements, and failure to meet any requirement results in technical rejection.
