The contract encompasses a five-year base period with a guaranteed minimum quantity of 20 units and an estimated annual requirement of 80 units. This item is designated as an Air Force Critical Safety Item (CSI) and is source-controlled, requiring manufacture and testing in accordance with specific limited rights data and basic drawing 99167 5907808. Due to the proprietary nature of the technical data package, only vendors with existing access to the data or traceability to approved sources are eligible to quote. The contract mandates strict quality and security compliance, including SAE AS9100 higher-level quality requirements and Cybersecurity Maturity Model Certification (CMMC) Level 2. Inspection and acceptance are conducted at the origin, with sampling performed according to MIL-STD-1916 or ASQ H1331, requiring zero non-conformances for acceptance. The U.S. Government is seeking to award a three-year, firm-fixed price, Indefinite Delivery Indefinite Quantity contract for the procurement of Door, (R), Aircraft, identified by NSN 1560-01-582-6079 and P/N 70207-52701-041, for use on the BE UH-60 Blackhawk weapon system. The contract requires a minimum order of seven units and a maximum of twelve units, with a scheduled delivery rate of one unit per month. Production lead time is set at 720 days after contract award, and all deliveries must be made FOB Destination. The item is classified as non-commercial, meaning FAR Part 12 does not apply, and the procurement will follow FAR Part 15 procedures. A First Article Test is mandatory before production can proceed. The door is not designated as an aviation Critical Safety Item, but Sikorsky Aircraft Corporation is the sole source capable of producing it due to proprietary technical data ownership, and the Government lacks the data or rights to enable competition. Offerors must demonstrate access to this proprietary data through authorization from Sikorsky and hold current CMMC Level 2 C3PAO certification to pursue a Source Approval Request. All solicitation requests must be submitted via email to the designated Contract Specialist, and proposals must be emailed only—no faxes or hard copies are accepted. The requirement is currently unfunded, and award is contingent upon appropriation of funds; the stated response deadline is an estimate and may be adjusted pending solicitation release.
