The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the PEO C4I International Integration Program Office (PMW 740) and involves the design, engineering, procurement, integration, testing, installation, and training for AINTS capabilities. The scope of work includes the delivery of specialized hardware such as Electronic Support Measures (ESM) and Communications Intelligence (COMINT) equipment, Unmanned Surface Vehicles (USVs), and spare parts, alongside technical assistance and Field Service Representative (FSR) support. The contract is estimated for award between June 2027 and June 2030 with a three-year period of performance. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, Cost-Reimbursement for travel and other direct costs, and Firm-Fixed-Price (FFP) for materials and equipment. Award will be based on best value, with non-cost factors weighted as significantly more important than cost. Proposals must be submitted in three volumes via the Procurement Integrated Enterprise Environment (PIEE) portal. Due to the inclusion of Controlled Unclassified Information (CUI) and Top Secret requirements, interested parties must submit a signed Non-Disclosure Agreement to access the full Statement of Work. Solicitation N0038326QNB29, issued by NAVSUP Weapon Systems Support Philadelphia, is a total small business set-aside for the teardown, evaluation, repair, and modification of LC Processors (NSN 7B22-01-522-2097). The scope includes an initial induction of 17 units with option pricing requested for up to 25 units over a three-year period, with a possible three-year extension. The contractor is responsible for providing all labor, facilities, and tooling to return units to a Ready For Issue condition, as the government will not provide manufacturing aids. The government will make a single award based on the most advantageous offer, prioritizing past performance over price. Award evaluation includes SPRS risk assessments for item, price, and supplier risk. Contractual terms include a one-year warranty after delivery, FOB Destination shipping, and a 90-day delivery window. Specific provisions are in place for Beyond Economical Repair and Missing on Induction determinations, both requiring DCMA concurrence. All work must be performed at the identified facility, and any changes to repair manuals or sources require approval from the Procuring Contracting Officer. AI Contract Overview

The US Army CERDEC is conducting a market survey to identify potential manufacturers for the AN/ASN-157 Doppler Navigation Set, NSN 6605-01-323-9061. This critical component provides 3-dimensional velocity for fire-control, weapons delivery, and hover operations, integrating with inertial navigation and global positioning systems. Because the current source, BAE Systems, holds proprietary hardware and software and the government lacks complete technical data, interested suppliers must prove they can produce units that are physically and functionally interchangeable with the existing equipment. Prospective vendors must submit a detailed response by January 31, 2019, including company core competencies, past performance in aviation navigation instruments, and engineering qualifications. The government is specifically seeking information regarding the supplier's ability to manage component obsolescence and meet federal delivery requirements. This request is for market research and planning purposes only to determine the availability of responsible sources and the best acquisition strategy; it is not a request for a quote or a commitment to award a contract.

This is a Market Survey to locate sources to manufacture the AN/ASN-157 Doppler Navigation Set (DSN), NSN:6605-01-323-9061, P/N P510A003-02. The current source for this line replaceable unit is BAE Systems, 164 Totowa Road, Wayne, NJ 07470. CAGE 0D0D0. Units contain hardware and software proprietary to BAE Systems. Detailed technical data for these units is not available from the Army. The AN/ASN-157 provides accurate 3-dimensional velocity for fire-control, inertial navigation system aiding, weapons delivery, and hover operations. Functionality Includes left-to-right steering to waypoints entered via a MIL-STD-1553 data bus, distance and time-to-go, and accuracy dependent on heading, pitch, and roll input data. The AN/ASN-157 operates with inertial navigation systems and global positioning systems to maintain highly accurate navigation when GPS is not available. The Government does not possess technical data (drawing or specifications) that completely define form, fit and function of the units required. Suppliers capable of producing this unit must indicate, by writing to Commander, US Army CERDEC, ATTN: RDER-PRC-AV, 6007 Combat Drive, 3rd Floor, Aberdeen Proving Ground, Maryland 21005. The response must include documentation such as test results, copy of purchase order if the supplier was a vendor to the listed source or a statement from listed source demonstrating that the supplier can, in fact, manufacture, which will be physically and functionally interchangeable with the units from the previous supplier. The successful manufacturer may be required to warrant that the items supplied will satisfactorily perform when used for the purpose intended by the Army. Responses should be received by 31 Jan 2019. Respondents please complete the following requests for information. If a numbered request does not apply, please enter N/A or non-applicable. - 1) Provide a brief summary of the company and its core competencies. - 2) Please provide the following Point of Contact information on all responses: Company: Address: Point of Contact: Phone Number: Fax Numbers: Email Address: CAGE Code: DUNS Number: - 3) Describe your Company's past performance in the manufacturing and/or supplying of aviation navigation instruments. Provide Contract Number, Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort. - 4) Describe the qualifications of your engineering staff who have experience in the design and production of applications similar in complexity and technology to these aviation navigation instruments. - 5) Describe your company's experience in identifying the test equipment for components similar in complexity and technology to what is used with these aviation navigation instruments. - 6) Describe your company's experience in managing obsolescence issues. - 7) Does your company maintain a Program and Assessment Tool to monitor and analyze the availability of components to allow clear and precise tracking of all obsolescence issues? If so, please elaborate on the Program and Assessment Tool(s). - 8) Describe your company's experience in identifying the alternatives for the unavailability of obsolete materials or components to mitigate obsolescence issues. - 9) Discuss your company's capability in meeting US Government contracting delivery requirements. - 10) Do you have product/s or keep products in stock? This Request for Information (RFI) is for planning and market research purposes only and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this RFI or reimburse any costs associated with the preparation of responses to this RFI. bruce.j.zannetti.civ@mail.mil
