DOTD Buy Back Compact Track Loaders, SM

The Louisiana Department of Transportation and Development (DOTD) is seeking an Agency Term Contract for the procurement of 13 small compact track loaders. The solicitation requires that all equipment be new, current production models that comply with DOTD Equipment Specification No. 815-000A, Rev. 08/26/2026, as well as all applicable state and federal safety and emission standards. Units must be delivered completely assembled and operationally ready, with all fluid levels full and fuel tanks at least one-quarter full. Each unit must be accompanied by a dealer's service policy, build sheets, and both hardcopy and digital versions of the owner's and service manuals. The contract will be effective for an initial period of 12 months and one day from the date of award, with the possibility of two additional extensions of the same length, not to exceed a total of 36 months and 3 days. Delivery is preferred by February 28, 2027, to a facility in Baton Rouge, Louisiana, under F.O.B. Destination terms. Award evaluation factors include price, technical compliance, and the proposed delivery timeline. Payment will be issued within 30 days following the receipt of a proper invoice and successful inspection by the Equipment Engineer. Bidders must be registered and in good standing with the Louisiana Secretary of State and comply with various federal and state regulations, including the Copeland Anti-Kickback Act and prohibitions against discriminatory boycotts of Israel for qualifying vendors.
