Dover AFB - Aircraft Prep and Paint (KC-10, C-133, C-124, C-45)

The Air Mobility Command Museum at Dover Air Force Base is soliciting services for the corrosion control, surface preparation, and historically accurate exterior painting of four static display aircraft: the KC-10A, C-133B, C-124A, and C-45G. The work must restore all markings, insignia, call numbers, and decal elements to exact historical specifications using rollers only—no spray guns are permitted—to prevent overspray. Paint must be water-based latex, Direct-to-Metal, UV-resistant, and comply with strict environmental regulations, including a VOC limit of less than 50 grams per liter as mandated by Delaware and Ozone Transport Commission Phase II rules. Offerors must submit Manufacturer’s Safety Data Sheets and Technical Data Sheets for all proposed paints, along with a total estimated paint volume in gallons, which the government will use to secure a final state exemption prior to award. All work must be completed between June 1 and September 30, 2026, at the museum ramp, with inspection and acceptance occurring on-site by the government. The contract requires full compliance with MIL-STD-129 for marking and packaging, Hazard Communication Standard labeling, and specific warnings for any ozone-depleting substances. The solicitation is a total small business set-aside under FAR 19.5, with a Lowest Price Technically Acceptable evaluation methodology where price and technical factors are of equal importance.
