Downtown Fairfield Parking Study

The Connecticut Metropolitan Council of Governments (MetroCOG) and the Town of Fairfield Community and Economic Development Department are seeking a qualified consultant to conduct the Downtown Fairfield Parking Study. The primary objective is to develop a Parking Master Plan and an accompanying Action Plan to optimize parking operations and land utilization within the commercial area surrounding the Fairfield Center Train Station and the greater downtown walkshed. The scope of work includes a baseline evaluation of parking assets and ADA accessibility, a review of zoning regulations and state statutes such as CGS 14-251 (b), and extensive stakeholder engagement through focus groups and joint meetings with Town Boards. Key deliverables include a summary document of existing mobility conditions, peak data counts for weekday and weekend periods, and the final implementation plans. The project is funded through FHWA's Metropolitan Planning Program and is subject to federal compliance standards, including 2 CFR Part 200 and Title VI/EEO requirements. Selection will be based on a Qualifications Based Selection (QBS) process, evaluating firms on their experience with transportation and economic development studies, project approach, staff commitment, and the quality of their response. The project is expected to be completed within 12 months of the award date. Proposals must be submitted by September 11, 2026, and must include a debarment certification, a detailed project timeline, and a current Federal Form SF-330 Part II. All work products will be reviewed and approved by MetroCOG, with the selected consultant required to provide monthly status reports.
