The Hartwell Mixed-Use Project, located in the Arts & Entertainment zone of the Old Town Newhall Specific Plan in Santa Clarita, California, has been revised to expand its scope by incorporating the adjacent KHTS Radio Station studio property. The updated development now includes 98 residential units and 6,300 square feet of commercial space, representing a significant increase from the originally approved 78 units and 5,223 square feet. This expansion triggers the need for a Minor Use Permit due to the 10 to 50 percent growth in building area, as stipulated under local planning regulations. The five-story building will maintain a maximum height of 52 feet and provide 158 parking stalls distributed across subterranean and first-floor levels. The project is subject to the California Environmental Quality Act, with an approved Environmental Impact Report in place, incorporating mitigation measures as conditions of approval. The approved site spans 24300, 24308, 24316, and 24322 Main Street, and 22505 Market Street. The City of Santa Clarita’s Department of Community Development, led by Assistant Planner I Emily Rubalcava, oversees the administrative and regulatory review process. No federal contract clauses, procurement mechanisms, payment terms, or acquisition-related data are applicable, as this is a local land use and zoning matter governed by municipal codes and CEQA requirements rather than federal contracting standards. The project received formal City Council approval on August 26, 2025, and was posted as a forecast on August 28, 2025, with Serrano Development Group identified as the applicant. There is no assigned contract value, delivery schedule, or procurement vehicle; the process is administrative and regulatory, not competitive or financial in the federal contract sense.

The applicant is requesting a Minor Use Permit (MUP) and Development Review (DR) to modify the Hartwell Mixed-Use Project (previously considered by the City Council on May 13, 2025) which consisted of the redevelopment of the Mac's Pool Supply, Horseshoe on Main (formerly Soundsations), and the historical Masonic Lodge/Courthouse buildings to construct a new five-story mixed-use building, consisting of 78 apartment units and 5,223 square feet of commercial floor area located at the three-way comer of Main Street, Market Street, and Railroad A venue. This proposed revision expands the project site to include the adjacent property (KHTS Radio Station studio) and increases the project to 98 apartment units and 6,300 square feet of commercial floor area. A total of 15 8 parking stalls are proposed within one subterranean and the first-floor levels. The height of the building remains at 52 feet. An MUP is required to modify a conditionally approved project involving a cumulative expansion of ten to fifty percent of the approved building area. The subject properties are located in the Arts & Entertainment zone of the Old Town Newhall Specific Plan (OTNSP).
