Justification For Other Than Full and Open Competition for Limited Off the Lot Manufactured Home Unit (MHU) Buys is attached. An urgent requirement for off the lot temporary housing units was fulfilled on an urgent basis to meet the immediate housing needs for DR-4030-PA disaster survivors. This requirement was not synopsized in the Federal Business Opportunities GPE pursuant to the exception in FAR 5.202(a)(2). Awards were made September 30, 2011. Additionally, FEMA will be releasing a separate competitive solicitation in the near future for the procurement of built to specifications manufactured housing with updated specifications. The contract(s) are anticipated to have an accelerated delivery schedule requirement to mitigate the need for any such future limited competitions. See Federal Business Opportunities "Temporary Housing Units" HSFEHQ-12-R-XXXX Presolicitation Notice posted September 30, 2011 for details.

Smiths Detection is identified as the only vendor capable of providing a customized service agreement tailored to this existing equipment, necessitating non-competitive procurement under Federal Acquisition Regulation Part 13. The contract performance period extends through April 30, 2027, with an additional one-year option available. This acquisition falls under NAICS code 334519 with a small business size standard of 600 employees and carries no set-aside restrictions. Interested parties may submit technical capability statements via email in Microsoft Word or Adobe PDF format to Laura Harshbarger by July 6, 2026, at 4 PM EST, though no formal solicitation exists and responses are solicited only to evaluate the feasibility of competition. The government retains full discretion to proceed without competition regardless of submissions received. The point of contact for inquiries is Laura B. Harshbarger, with Gary Topper as a secondary contact; submissions must be sent exclusively by email, and no phone calls will be accepted. The contract will be administered by the Department of Homeland Security’s Preparedness section based in Washington, DC, with performance occurring at the Anniston, Alabama facility.
