AI Contract Overview
The Department of Defense, through the U.S. Army Contracting Command-Aberdeen Proving Ground (Natick Division), has issued a sources-sought solicitation (W911QY-26-S-BCIS-01) to develop a prototype Biological Containment Isolation System (BCIS). This effort, authorized under the prototype Other Transaction Authority (OTA) of 10 U.S.C. § 4022, seeks innovative, modular, field-installable kits capable of converting existing USAF positive-pressure TMT60 tent shelters into negative-pressure, multi-patient isolation units for managing patients with High Consequence Infectious Diseases (HCID). Key technical thresholds include maintaining a differential negative pressure of -2.5 Pa, achieving at least 12 air changes per hour, and ensuring filtration efficiency of 99.97% for 0.3-micron particles. The solution must be compatible with and reversible for the standard TMT60 shelter, supporting operational needs such as patient access, power requirements, noise control, environmental resilience per MIL-STD-810, and compliance with electromagnetic interference limits per MIL-STD-461. The acquisition is structured as a two-step OTA process designed to encourage participation from traditional and non-traditional defense contractors and small businesses. Step one requires submission of a Solution Brief outlining the technical approach, feasibility, innovation, and a Rough Order of Magnitude cost estimate, accompanied by a supporting data package. Selected respondents will be invited to submit detailed proposals in step two. Awards will be made on a best-value trade-off basis, balancing threshold technical performance with favorable non-mandatory factors such as system weight, packaging, setup times, and lifecycle costs. The Government will conduct inspections and acceptance at designated CONUS locations with performance verified through government tests and demonstrations. Deliverables include prototypes developed to a Technology Readiness Level (TRL) 6 in Phase I and TRL 7 in Phase II, along with comprehensive documentation including Safety Assessment Reports, operator manuals, and compliance certifications such as the Berry Amendment. The solicitation emphasizes Government Unlimited Rights to technical data and requires disclosures related to data rights, production capacity, and compliance. Follow-on production of up to 15 units may be awarded non-competitively contingent on successful prototype demonstration. Submission deadline is June 9, 2026, with proposal communications handled via specified contracting officer email contacts.

Title: Prototype Biological Containment Isolation System (BCIS)
Response Date: 23 June 2026, 1700 EST
Issuing Office: U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Natick Division, on behalf of the Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Protection (JPM CBRN P).
1. Synopsis & Core Requirement
The Government seeks prototype solutions for a Biological Containment Isolation System (BCIS) under the authority of 10 U.S.C. § 4022, Other Transaction Authority (OTA). The objective is to acquire a modular, field-installable kit to convert the existing USAF TMT60 positive-pressure tent shelter into a negative-pressure, multi-patient isolation system for managing patients with High Consequence Infectious Diseases (HCID).
At a minimum, proposed solutions must be able to meet the following critical threshold requirements:
-
Negative Pressure: -2.5 Pa (≈ -0.01 in. w.g.) differential
-
Air Exchange: ≥12 Air Changes per Hour (ACH)
-
Filtration: 99.97% efficiency for 0.3-micron particles
-
Compatibility: Must integrate with and be reversible for the standard TMT60 tent system
1.2 Notice of On-Site Equipment Viewing
To assist vendors in preparing their Responses to this Solicitation (RSPs), the Government has scheduled an on-site equipment viewing of the TMT60 shelter at Fort Detrick, MD.

Citizenship Restriction: Access is restricted to U.S. Citizens only. No Foreign Nationals will be permitted on-site.
2. Acquisition Approach & Submission Instructions
This acquisition will be conducted as a two-step process with the intent to award multiple Prototype OTAs. This approach encourages participation from non-traditional defense contractors and small businesses.
-
Step 1: Solution Briefs: Interested parties are invited to submit a Solution Brief package. This initial submission consists of two files:
-
A Solution Brief (15-page limit) detailing the technical merit, credibility, feasibility, and innovation of the proposed solution. This brief must include a Rough Order of Magnitude (ROM) cost estimate.
-
A Supporting Data Package (no page limit) with evidence to substantiate all claims.
-
-
Step 2: Request for Solution Proposal (RSP): Select offerors will be invited to submit a full proposal.
All Solution Brief packages must be submitted via email to the Points of Contact listed below no later than the response date and time. Full details are in the attached CFS document.
