NAVFAC Pacific Construction Contracts Branch is providing the draft plans and specifications (P&S) for industry review and comment. The draft P&S is being released as part of the Government's efforts to improve the understanding of Government requirements and industry capabilities prior issuance of a Request for Proposal (RFP), thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality construction, at reasonable prices, and possibly increase efficiency in proposal preparation. The draft P&S is for the construction (design-bid-build) of a new concrete fixed single deck submarine repair pier with ability to handle ammunition loading. The pier will provide berthing for four homeported SSN-774 Virginia Class (Block I-V) submarines. Alternatively, the pier can provide berthing for three SSN-774 and one AS-39/40 submarine tender with a nested SSN-774. The pier will support Type III Heavy Weather Mooring for the submarines and Type IIB Storm Mooring for the AS-39/40. The pier includes pile supported concrete deck with utility trench, mooring hardware, deck ramp, small boat dock for support vessels, separate berth for a berthing barge, mechanical utility piping and risers (potable water, fire protection, water, salt water, sewer, high-pressure and low-pressure compressed air, bilge oily water, and steam), drainage, electrical and telecommunication distribution system, conduit provisions for closed circuit television (CCTV), high mast pier lighting, lightning protection, power mounds and communication risers. Provides dredging to allow berthing of the design vessels. The cost is estimated to be over $500 million. The solicitation (if any) and resulting contract (if any) will be subject to the Federal Acquisition Regulations (FAR) and supplemental U.S. Department of Defense and Agency Acquisition Regulations. Any comments received in regard to this requirement may be taken into consideration in the development of a final P&S (if any). The Government will not provide responses to comments received. Issuance of the draft P&S shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this draft P&S or otherwise pay for review or comments. Unsolicited proposals will not be accepted. All information will be held in a confidential manner and will only be used for the purposes intended. Comments shall be provided with complete information as the Government will not seek clarification of information provided. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. Interested parties are requested to respond to this announcement by providing questions and/or comments via e-mail to Contract Specialist, Kylee Chun at contact@example.gov. The responses are due to NLT than 2:00 PM HST on 11 July 2023. Responses shall include the following: organization, name, mailing address, phone number, and e-mail of designated point of contact. Proprietary information will not be accepted. The Government intends to use various Navy personnel and possibly an architect-engineering firm to review and evaluate any responses to this announcement. Not responding to this announcement does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on System for Award Management website at https://sam.gov/. It remains the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.

REQUEST FOR INFORMATION – PACIFIC GREENFIELD INITIATIVE (ADVANCED MANUFACTURING AND INDUSTRIAL RESILIENCE OPPORTUNITY ON OAHU, HI)
Solicitation # RFI-PGI-20260929
The Department of the Navy is issuing Request for Information RFI-PGI-20260929 to gather industry feedback for the Pacific Greenfield initiative. This effort aims to establish advanced manufacturing and industrial resilience capabilities on existing non-excess Navy property on Oahu, Hawaii. The primary goal is to reduce reliance on long-lead continental United States supply chains by enabling theater-scale production of critical components, including metals, composites, electronics, and large-format printing, with a target capacity of hundreds to thousands of units. The Navy is seeking information on industrial-scale facility concepts, modern manufacturing footprints, and the integration of robust utility infrastructure, such as microgrids and circular resource-recovery systems, while emphasizing the development of the local Hawaii workforce through training pipelines. This RFI is strictly for market research and planning purposes and does not constitute a solicitation or a commitment to award a contract. The Navy is exploring various acquisition and partnership models, including Enhanced Use Leases, Other Transaction Agreements, and joint ventures, to leverage private investment and reduce federal capital requirements. Interested parties, including specialized small businesses, are invited to submit high-level concepts addressing site requirements, financing approaches, and development timelines. Responses are limited to 20 pages and must be submitted by 17:00 HST on November 10, 2026. Potential respondents are cautioned regarding possible organizational conflicts of interest related to the project's advisory and real-estate requirements.
