AI Contract Overview
The KC-46 Landing Gear Performance Based Logistics (PBL) program, solicited under SPRHA1-26-R-4646, is a requirements-type contract designed to provide comprehensive remanufacture and overhaul support for all depot-level repairables, including main and nose landing gear shipsets and field-level replaceable subcomponents, to meet programmed Time Change Intervals and operational demands. The contract is structured as a single-award small business set-aside under NAICS code 336413, with a five-year base period and a single five-year option, for a maximum total duration of ten years. All associated items are classified as commercial products, and the award will be made on a best-value basis, integrating technical capability, price, and past performance to determine the most advantageous offer to the government. The scope encompasses remanufacturing activities in strict accordance with FAA regulations, Boeing-provided Component Maintenance Manuals, and international trade laws, including ITAR compliance. Contractors must adhere to AS9110 quality standards and implement robust cybersecurity and supply chain integrity measures to prevent counterfeits, tampering, malware insertion, and unauthorized production. The contract requires detailed compliance with packaging and marking standards including MIL-STD-129, MIL-STD-130, and ATA SPEC 300, with all items shipped FOB destination and subject to inspection and acceptance criteria that vary by item type, with shipsets accepted at destination and subcomponents accepted at origin. The solicitation mandates the submission of four distinct digital proposal volumes—Technical, Price, Past Performance, and Contract Documentation—with strict page limits applied to the first and third volumes while allowing unlimited pages for price and contract documentation. Technical proposals must demonstrate remanufacture capacity, exchange lead times for shipsets, and turn-around times for subcomponents, supported by detailed compliance with the TRD Main and its appendices, including Appendix C which outlines remanufacturing procedures and material sourcing rules, including conditions for using OEM parts, used serviceable material, and handling parts beyond CMM repairability. Pricing must be submitted exclusively using the KC-46 LG TEP (Attachment 6) and confined to Volume II, while all past performance evidence must be contained in Volume III. Offerors must also include a cross-reference matrix linking their response to key sections of the solicitation and the TRD documents. Compliance with FAR 52.212-4, FAR 52.212-5, and
