AI Contract Overview
The KC-46 Landing Gear Performance Based Logistics (PBL) contract (Solicitation SPRHA1-26-R-4646) aims to secure remanufacture and overhaul support for all KC-46 aircraft landing gear Depot Level Repairables (DLRs), encompassing complete shipsets and field-level replaceable subcomponents. This support is intended to ensure compliance with programmed Time Change Intervals (TCI) and to satisfy field-level demand, treating the associated items as commercial products. The contract is structured as a requirements-type agreement with a five-year base period and a five-year option period, allowing a total maximum duration of up to ten years. Given the reasonable expectation of at least two small business offerors, this solicitation is designated as a total small business set-aside. The solicitation period runs from February 11, 2026, through July 28, 2026, and the Department of Defense’s Defense Logistics Agency Aviation at Ogden manages the procurement. The contract’s requirements include comprehensive depot-level maintenance activities such as disassembly, inspection, repair, testing, and remanufacturing, all to be performed in accordance with FAA regulations, original manufacturer technical data, and applicable maintenance manuals. Amendments issued during the solicitation period have refined and clarified specifics related to certification requirements (including AS9110), procedures for subcomponent overhaul and cost reimbursement prior to Beyond Economical Repair (BER) determinations, and technical document corrections. Contractor responsibilities also include strict adherence to parts procurement using OEM parts with defined exceptions, and coordination with government oversight for technical and material issues. Supporting documentation includes detailed National Stock Number (NSN) lists for parts and subcomponents, as well as updates from pre-solicitation Q&A sessions addressing technical support tiers, government-furnished material, surge requirements, packaging, delivery, and pricing structures. This comprehensive PBL contract is intended to ensure sustained operational readiness and lifecycle support for the KC-46 landing gear, leveraging small business capabilities under performance-based logistics principles.
