The Naval Surface Warfare Center Dahlgren Division (NSWCDD) is seeking a contractor to provide engineering, administrative, and technical support services for High Power Microwave (HPM) prototype design, development, system testing, and evaluation. This unrestricted, full and open competition is limited to SeaPort-NxG MAC holders and serves as a follow-on to a previous task order with Booz Allen Hamilton. The scope of work focuses on Directed Energy and Pulsed Power systems, including subsystem development for prime power, HPM sources, antennas, and fire control, as well as advanced integration, modeling, and simulation. The requirement includes a base period and four option years, with a total estimated labor requirement exceeding 450,000 hours across the full period of performance. Award will be based on best value, utilizing a tradeoff analysis between technical capability and cost. The technical evaluation focuses on the approach to technical, management, and personnel elements, while past performance is rated as acceptable or unacceptable. High security standards are mandated, requiring a Top Secret facility clearance and specific roles requiring Top Secret/SCI access. The contractor will be responsible for delivering key test planning documentation, such as Objective Readiness Reviews and Test Readiness Reviews, and must comply with strict quality assurance standards defined in the Quality Assurance Surveillance Plan. The government anticipates posting a final RFP in the first quarter of FY27 via a separate PIEE solicitation posting.
