Drafting Support Services

This acquisition is to contract drafting support services to Westinghouse Anniston as indicated below. The contractor shall provide the services stated in Section B to Westinghouse Anniston, at the prices which are in compliance with the Service Contract Act, Anniston area, subject to rights and obligations of the parties under the remaining section of this agreement and the terms and conditions incorporated herein. Such services shall become effective upon acceptance of particular orders issued under this Agreement. Design/drafting contractor to provide electronic drafting and design services to update and base line drawings from engineering sketches and drawing redlines. Westinghouse Anniston (WA) currently has 6,191 design drawings that are not currently up to date and 11,003 outstanding sketches awaiting incorporation into the drawings. WA will need identified outstanding sketches or redlines incorporated into the design drawings as necessary per the direction of the WA Lead Design Engineer. Types of drawings include; General Arrangements, General Site Plans, Piping Plans, Piping Details, Piping and Instrumentation Drawings, Electrical Plans, Electrical Single Lines, Electrical MCC Elevations, Electrical Interconnects, Mechanical Plans and Mechanical Details. It is not expected that completely new conceptual drawings will need to be created. With few exceptions, all drawings and sketches can be delivered to drafting contractor from an electronic file. The duration of the initial contract is estimated to be 6 to 9 months and will require an estimated 5 to 10 experienced drafting or design personnel per closure package. The work is expected to be performed at the contractor's facility or at a convenient location near Anniston, Alabama. The drafting personnel will need to be experienced in Bentley Microstation J (90% of drawings) and AutoCad 2010 (10% of drawings). WA Leads will provide project scheduling to meet project milestones. To further clarify the potential scope of work for an outside drafting firm to work on closure packages, the following estimates are provided. Closure Package: - 1. Each package has a range of 40 - 80 Drawings that need to be baselined. - 2. Each Baseline drawing has between 2 - 5+ sketches that need to be incorporated into the baseline drawing - 3. Each baseline drawing needs to be reviewed by contractor internally and then with an WA representative for completeness Number of Closure Packages: - 1. There are presently 17 Closure packages to be worked - 2. WA estimates between 60 - 80 total packages to be updated during the course of the closure campaign. - 3. WA Estimates the contractor to have the capability to work two closure packages in parallel and to complete these packages within the same two week period.
