The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) at Scott Air Force Base, IL intends to solicit and negotiate with only one source, Verizon Business Services, 22001 Loudoun County PKWY, Ashburn, VA 20147-6105, under the authority of 10 USC 2304(c)(1) (FAR 6.302-1) for the Defense Research and Engineering Network (DREN) interim service. This acquisition is to continue uninterrupted service for DCA200-02-D-5003. DREN is an in-place, robust, high speed network that provides connectivity among the High Performance Computing Program geographically dispersed user sites and shared resource centers. The networking services of DREN are provided by means of a virtual wide area network (WAN) built on a public communications network. The sites connected by DREN services may be at virtually any point in the Continental United States (CONUS), Alaska, and Hawaii. The resultant firm-fixed price contract will be for 24 months (a one-year base period plus two (2) six-month option periods). This will increase the dollar amount of contract by est. $46.6 million. All delivery orders processed will continue to be fixed price indefinite delivery indefinite quanity sole source orders. As the incumbent, Verizon is the only source that can provide these services for the period between the expiration of the current contract in June 2012, and the award and transition to the follow-on fully competed contract. The statutory authority for other than full and open competition is 10 U.S.C. 2304 - (1), only one responsible source, and no other supplies or services will satisfy agency requirements. Companies who can provide this type of service must indicate their interest in writing within 3 business days of this advertisement. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. The North American Industrial Classification System (NAICS) code 517110, Wired Telecommunications Carriers, will be used for determining company size status. DISA has tentatively determined through market research that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market prices, quality, and delivery.
