The contract calls for the procurement of 10 boxes of latex-free, 3-ply, mold-shapeable QuickClot Control+ hemostatic dressings, each measuring 12x12 inches, sterile and intended for single use only, with each box containing 10 individual dressings. The product must have a minimum shelf life of 36 months, and no more than five months may have elapsed between the date of manufacture and the date of delivery to the government. Delivery is required within 20 days after receipt of order to Nellis AFB, Nevada, under FOB Destination terms. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 322291, with bids due by July 16, 2026, and requires detailed source and part number identification. Contractors must be registered in SAM and use WAWF for electronic invoicing and receiving reports, submitting both an invoice and receiving report as a combo document for fixed-price line items. Cybersecurity obligations include adherence to DFARS 252.204-7012 for safeguarding covered defense information and cyber incident reporting, as well as compliance with NIST SP 800-171 assessment requirements under a deviation. Hazard communication standards must be observed for any hazardous materials, and all product labels must conform to applicable federal regulations. Additive manufacturing is prohibited unless explicitly approved after engineering review. Contractors must also adhere to clauses covering whistleblower rights, prohibitions on mandatory arbitration, trafficking in persons, employment eligibility verification, sustainable product requirements, and restrictions on covered defense telecommunications equipment. All representations and certifications must be current in SAM, and offers must disclose any non-domestic sourcing in accordance with DFARS clauses.
