Drone Detection System

The Kenton County Airport Board is seeking a comprehensive Drone Detection System for the Cincinnati/Northern Kentucky International Airport to enhance security by detecting, tracking, and mitigating unauthorized drone activity across all weather conditions. The system must provide real-time monitoring of commercial, hobbyist, and custom-built drones, accurately identifying their make and model, integrating FAA remote ID data, and interfacing with existing threat databases. The solution must feature an intuitive, scalable user interface supporting unlimited users with real-time alerts, secure data storage compliant with applicable regulations, and the ability to generate detailed analytics and reports. All hardware and software components must be manufactured in America and fully compliant with FAA regulations and other applicable federal and state requirements. The contract term is three years, with all hardware and software delivery required within 60 days of award and full installation and commissioning completed within 90 days. The system must be delivered to the airport’s designated location at 300 Maintenance Court, Hebron, KY. The selected vendor will be responsible for supplying, installing, integrating, and maintaining the entire system, including annual training programs for airport personnel and ongoing maintenance and support. Proposal evaluation will prioritize technical capability (25%), implementation plan (20%), maintenance and support (20%), experience and expertise (20%), and pricing (15%), with award based on best value through judgment evaluation, potentially without discussions. Vendors must submit proposals electronically by June 18, 2026, at 2:00 p.m. ET, limited to one proposal per respondent, and must adhere to a 15-page limit with proper formatting. Insurance requirements mandate commercial general and umbrella liability coverage of at least $2 million per occurrence, automobile liability of $10 million per accident, and Kentucky workers’ compensation, all primary and non-contributory. KCAB retains audit rights over all contract-related records, which must be retained for three years, and ownership of all deliverables including reports and data is exclusive to KCAB. The contractor must certify non-collusion, prohibit gratuities to KCAB staff, and comply with civil rights and federal procurement statutes. Invoicing is monthly with net 30 payment terms, and all notices must be sent to KCAB’s designated office in Cincinnati, Ohio.
