The Kansas City Commodity Office (KCCO), International Procurement Division, is seeking sources for the procurement of 100% domestic origin food commodities, specifically dry edible beans and various grain products, to support U.S. foreign food assistance programs administered by the Foreign Agricultural Service and USAID. This request for information is not a contract award but a precursor to solicitations to be issued as sealed bids, which will be publicly accessible exclusively through the USDA Farm Service Agency’s Commodity Operations website. All interested parties must monitor this site to obtain updated solicitation details, amendments, and commodity requirements. There may be partial set-asides for small businesses, including 8(a), Service-Disabled Veteran-Owned (SDVO), and Small Disadvantaged Business (SDB) concerns, with encouragement for small business participation. Contractors must be registered in the Central Contractor Registration database and meet vendor qualification standards per Federal Acquisition Regulation guidelines. The commodities under consideration include dry edible beans graded U.S. No. 2 or better, with specific moisture limits and packaging requirements, bagged grains such as wheat, corn, sorghum, and soybeans meeting U.S. grain standards, and bulk grain offered f.o.b. vessel at approved facilities. Each commodity has detailed quality and packaging specifications aligned with the official U.S. grading standards. Bidders are required to comply with all quality and sampling requirements, including negative Cry9C protein testing for corn, as per FDA guidelines. The procurement activities will take place in Kansas City, Missouri, and technical points of contact are provided for inquiries. This effort is classified under NAICS code 424510 and emphasizes adherence to domestic sourcing in fulfilling international food aid obligations.

Updated Master Invitation for Bids for International Commodity Procurements (MIFB-I)
Solicitation # 12-3J14-Notice-26-019
The Updated Master Invitation for Bids for International Commodity Procurements (MIFB-I), solicitation number 12-3J14-Notice-26-019, is issued by the USDA Agricultural Marketing Service (AMS) Commodity Procurement Program. Effective August 28, 2026, this master framework governs the solicitation and award of firm-fixed-price contracts for various commodities supporting international food assistance programs, including Food for Peace, Food for Progress, and the McGovern-Dole Food for Education programs. All procured commodities must be products of the United States and comply with specific technical specifications, the Food Safety Modernization Act, and Coalition of Northeast Governors packaging legislation. Bids are submitted electronically via the Web Based Supply Chain Management (WBSCM) portal, with a response deadline of February 27, 2027. Awards are primarily based on the lowest landed cost for immediate delivery or total cost for store delivery, with a 5 percent price preference available for qualified HUBZone small businesses on up to 20 percent of the total volume. The government reserves the right to perform quality assurance at the source and will use past performance from the previous three years to determine contractor responsibility. Contract administration requires electronic invoicing through WBSCM, where Advance Shipment Notices serve as requests for payment, typically due 30 days after receipt of a proper invoice. Performance for bulk grain shipments must occur at federally or state licensed warehouses on the Commodity Credit Corporations authorized list. Contractors must adhere to strict federal anti-discrimination laws and DEI compliance standards, and they are subject to higher-level quality management systems monitored by the Federal Grain and Inspection Service.
