The U.S. Coast Guard is conducting market research through a Sources Sought Notice to identify contractors capable of performing comprehensive dry dock repairs on the USCGC SMILAX, a cutter homeported in Atlantic Beach, North Carolina. This notice is strictly for gathering information and does not obligate the government to award a contract or pay for submitted data. The required work includes a wide range of maintenance and repair tasks such as hull plating inspections and replacements, ultrasonic testing, preservation of underwater and freeboard areas, propulsion shaft and propeller repairs, leak testing, renewal of various seals and anodes, paint and asbestos abatement, deck and weather-tight door repairs, and other related services essential to returning the vessel to operational status. The anticipated period for performance is approximately 270 calendar days, beginning around mid-March 2017, with geographic restrictions limiting the work area within 400 nautical miles of the cutter’s home port. Interested companies must provide detailed information demonstrating their capabilities, including business size status aligned with NAICS code 336611 (Ship Building and Repairing), relevant past performance, and a statement confirming intent to submit a proposal if a solicitation is issued. The response deadline was set for October 27, 2016. Joint ventures must document combined past performance on similar projects to be considered. Responses should not include proprietary or sensitive information and must be submitted via email or fax to the designated Contracting Officer. The government will use this input to evaluate competitive options, potential set-asides, and commercial practices, potentially leading to a formal solicitation posted on FedBizOpps, which interested parties are advised to monitor.
