The U.S. Coast Guard is conducting market research via a Sources Sought Notice to identify potential contractors capable of performing dry dock repairs on the USCGC Scioto Barge, a 99-foot vessel temporarily homeported in St. Louis, Missouri. The contractor will be responsible for providing all necessary facilities, materials, equipment, and personnel to complete a comprehensive scope of work that includes hull plating repairs and renewals, ultrasonic testing, inspections, leak testing, cleaning, preservation, hydro testing, and structural welding repairs using various grades of steel. All work must be performed at the contractor’s facility, which will be subject to a pre-award survey to ensure compliance with Coast Guard requirements for dry docking this type of barge. The barge is restricted to operation within the Western Rivers system of the United States, limiting transit to no more than 650 river miles from its homeport, and excluding open water transits. This notice serves solely as a market research effort and is not a solicitation or a commitment to award a contract. It aims to determine the availability of qualified sources, the suitability of commercial items, and industry practices related to the required repair services. Interested companies must respond by providing detailed company information, business size status under the NAICS code 336611 for Ship Building and Repairing, past performance documentation, and a statement committing to submit a proposal if solicited. Joint ventures must provide combined past performance records. Responses are due by early November 2016 and must be submitted electronically or via fax. The Government reserves rights regarding use and evaluation of the submitted information and emphasizes no proprietary or sensitive data should be included. Following this market research, a formal solicitation may be issued publicly, and companies are responsible for monitoring official sites for solicitation postings.
