The project involves the operation of a retail cannabis dispensary at 1911 Fairway Drive, San Leandro, California, within an existing 13,015-square-foot single-story industrial building constructed in 1968, with approximately 5,500 square feet designated for retail use. The facility is located on a 0.37-acre site in a commercially zoned area at the corner of Fairway Drive and Nicholson Street, east of Highway 80, and features a fenced front setback, a dedicated parking lot with dual ingress and egress points on both streets, and shared rear alleyway access. No new construction or expansion is proposed; the project consists solely of adaptive reuse and minor interior modifications to convert the space into a compliant retail dispensary. The initiative is governed by the California Department of Cannabis Control under the Business and Professions Code Division 10, Chapter 2, Section 26012, and has been determined eligible for a Class 1 Categorical Exemption under CEQA (Cal. Code Regs., Title 14, §15301), affirming that the project will have no significant environmental impact. The licensing process is administrative and regulatory in nature, not a competitive federal acquisition, and as such, no traditional FAR clauses, evaluation factors, pricing data, contract values, payment terms, or procurement-specific representations are included. The point of contact for environmental and licensing matters is Karin Linnen, Environmental Scientist, reachable via the posted email and phone number. The place of performance is clearly defined as the San Leandro address, but no explicit period of performance, delivery schedules, invoicing details, contract type, clause numbers, or socioeconomic certifications are provided in the materials.
