Full Description

The Naval Oceanographic Office intends to procure Dual Frequency Portable (Pole Mountable) Multibeam Sonar Systems to be used aboard Hydrographic Survey Launch (HSL) or other vessel of opportunity, located at Stennis Space Center, MS in accordance with the Salient Characteristics. Contractor shall provide a transducer assembly equipped with hardware facilitating pole-mounting and suitable for deployment, operation, and retrieval aboard small craft of opportunity such as rigid inflatable hull boats 30 feet long and outfitted for survey use. Technical drawings of the mounting arrangement shall be provided from the vendor to facilitate mounting to the Government pole. This procurement is being solicited on an unrestricted, full and open competition basis under NAICS 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. This presolicitation notice will be issued in accordance with FAR 12 Acquisition of Commercial Items and FAR 13 Simplified Acquisition Procedures. The solicitation will result in the award of an IDIQ type contract with a base plus four (4) twelve month options to extend performance. Delivery Order/Task orders will be issued as firm fixed price (FFP) and/or Time and Material (T & M). It is the government's intent to award a single contract to the offeror providing the best overall value to the government, cost/price and other non-price factors will be considered. Request brand name or equal Reson Model 7125 multibeam echosounder system. If proposal is for an equal system, it must be in accordance with salient characteristics provided. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors, which will be described in the solicitation. Large business concerns will be required to submit with their proposal a Subcontracting Plan, in accordance with (IAW) FAR 52.219-9. Request Brand Name or Equal IAW FAR 52.211-6.
